Washington DC may get President Trump's triumphal arch whether it likes it or not because of its failure to build another monument 100 years ago.

Memorial Circle, which is the planned home for the 250-foot arch, is protected land and any monument built there needs congressional authorization.

But the Washington Post reported the administration will not seek approval and instead say it is just completing a project left unfinished a century ago.

Its supporters are citing a 1925 plan for two 166-foot-tall columns on the site which was approved by Congress but never built as the loophole that allows them to bypass lawmakers this time.

The paper quoted Interior Secretary Doug Burgum who said the arch would "finally realize this long-standing, over-century-old vision".

The amount raised at the Whitney Museum's gala night on Tuesday which honored artist Julie Mehretu and its former director Adam Weinberg among others. It will help fund free admission initiatives, exhibitions and education at the New York institution.

It is not just heroes who get statues. Plans are afoot in Poland for a monument to Ernst Blofeld - the fictional arch-rival of secret agent James Bond.

A plaster model of Blofeld, memorably played in several of the films by Donald Pleasence, and his white cat has been created and now funds are being raised for the planned bronze.

It is being supported by the local authorities in the city of Gdynia where Bond's creator Ian Fleming wrote he was born.

One of the people behind the plan, Rafal Krol, told journalists he wanted the statue "to remind people that he is one of us".

If they manage to raise the $73,000 needed, the plan is to unveil the finished work on May 28 next year - the birthday of both Blofeld and his English novelist creator.

2 - The Chinese avant-garde in Paris is celebrated in a group show at Hong Kong's Alsan Fine Arts gallery opening tonight. Works by Chu Teh‑chun and Walasse Ting feature in the show which examines the influence of the French capital on a generation of artists.

3 - An indoor installation planned but never built by Christo and Jeanne-Claude is finally going on show at Gagosian in London. The work, called Air Package on a Ceiling, was conceived in 1968 for the Institute of Contemporary Art, Philadelphia, but technical constraints stopped it going ahead. It can be seen at the gallery's Grosvenor Hill space until August 21.

4 - Gabriela Vainsencher's porcelain sculpture takes center stage at her show opening today at New York's Aysa Geisberg gallery. Inspired by motherhood, it features images of women squeezed into bottles and images evoking ultrasound scans.

1 - Oscar-winning actress Tilda Swinton will perform at the Guggenheim in Bilbao next month. Her collaboration with Olivier Saillard, on June 5 and 6, is described by the museum as "conceived around gesture, presence, and transformation".

2 - Dallas Contemporary has hired a new leadership team appointing John McBride interim director and Jeremy Strick as a strategic advisor. The pair previously worked at the Nasher Sculpture Center in the Texas city where Strick was director.

3 - New York's Guggenheim Museum will host a video installation inspired by legendary French soccer player Zinedine Zidane for the length of this year's World Cup tournament from June 11 to July 19. Zidane, a 21st century portrait by Douglas Gordon and Philippe Parreno follows him in real time over the course of a single match played for Real Madrid.

4 - Works by David Maisel, Tanya Marcuse and Raymond Meeks are among a major donation of almost 2,000 photographs to the Virginia Museum of Fine Arts in Richmond. Museum director Alex Nyerges said the gift, from the collection of the late financier Howard Stein, would "strengthen our ability to present the rich history of photography in focused ways".
